The Somaliland Lawyers Association (SOLLA) is the legally recognized national bar association of the Republic of Somaliland, established in June 2004 under Advocate Law No. 30/2004. This law establishes guidelines for the recruitment, management, organization, and professional behavior of lawyers, formally designating SOLLA as their representative group.
SOLLA is an independent, democratically governed institution entrusted with organizing the legal profession, maintaining the register of advocates, supervising professional conduct and discipline, and safeguarding their independence, integrity, and ethical standards. The Association unites more than 580 registered lawyers practicing across Somaliland and exercises its statutory functions in close coordination with justice sector institutions, ensuring alignment with national legal frameworks and international standards.
As the central institution of the legal profession, SOLLA plays a pivotal role in advancing justice sector reform, strengthening institutional capacity, and promoting equitable access to justice. It works to uphold professional standards and ethics, protect the independence of advocates, and contribute to the administration of justice. SOLLA ensures adherence to laws, empowers individuals through legal means, and maintains the significance of the legal profession for democracy and human rights in Somaliland.
By bringing legal professionals together in one organization, SOLLA helps improve professional standards, develop the justice system, and encourage accountability and openness in the legal system of the Republic of Somaliland.
