IRUCE was founded in September 2013 in Uganda, as a non-profit making empowerment, research and advocacy organization. The IRUCE founders believed that the rural Africa, especially in Uganda was highly endowed and once integrated would be capable of empowering, protecting its citizens and supporting them to exercise their potential.

As a public interest policy and advocacy organization that addresses the disconnect between, rural and urban development policies and interventions, IRUCE works with stakeholders in communities, local governments to promote the relevancy of public policy to the needs of the rural community people through advocating for a governance framework that upholds values of Justice, Transparency and Accountability.

IRUCE has enhanced a community understanding of the rights and privileges and its role in community development in the district of Kanungu, Rukungiri and Kikuube districts.
The priority focus areas are emphasis on four thematic areas as follows:
• Empowerment and Access to Justice for Women and Children in the
Rural Communities.
• Strengthening Laws, Policies and Practices on Human Rights and
Natural Resources Governance.
