SOLLA Background:
The Somaliland Lawyers Association (SOLLA) is the legally recognized national bar association of the Republic of Somaliland, established in June 2004 under Advocate Law No. 30/2004. This law provides the framework for admission, regulation, organization, and professional conduct of advocates, formally mandating SOLLA as the representative body of the legal profession.
SOLLA is an independent, democratically governed institution entrusted with organizing the legal profession, maintaining the register of advocates, supervising professional conduct and discipline, and safeguarding the independence, integrity, and ethical standards of advocates. The Association unites more than 580 registered lawyers practicing across Somaliland and exercises its statutory functions in close coordination with justice sector institutions, ensuring alignment with national legal frameworks and international standards.
As the central institution of the legal profession, SOLLA plays a pivotal role in advancing justice sector reform, strengthening institutional capacity, and promoting equitable access to justice. It works to uphold professional standards and ethics, protect the independence of advocates, and contribute to the administration of justice. Through its mandate, SOLLA supports the rule of law, fosters legal empowerment, and ensures that the legal profession remains a cornerstone of democratic governance and human rights protection in Somaliland.
By uniting legal professionals under one institution, SOLLA continues to serve as a driving force for professional regulation, justice sector development, and the promotion of accountability and transparency within the legal system of the Republic of Somaliland.
