Hiiliye Legal Services is a Somali legal empowerment initiative committed to advancing access to justice, protecting rights, and strengthening community voices. We were founded on the belief that justice must be inclusive, people-centered, and accessible to all, particularly vulnerable and marginalized groups who face systemic barriers in the legal system.

Our mission is to demystify the law, bring it closer to communities, and empower citizens to understand, claim, and defend their rights. We pursue this through rights awareness, community-based legal aid, advocacy, and civic education programs.

Our core activities include:

  • Legal awareness and education campaigns in Somali, ensuring people understand their rights and remedies.

  • Community legal aid and advice for disadvantaged groups, including women, youth, persons with disabilities, refugees, and migrants.

  • Capacity building for grassroots organizations and community leaders to advocate for justice and accountability.

  • Policy advocacy and translation of national laws and frameworks to make them more accessible to citizens.

  • Research and dialogue on emerging justice issues such as labour rights, gender-based violence, environmental justice, and the right to information.

We focus on issue areas that reflect daily realities in Somalia: disability rights, citizenship and identification, environmental justice, gender-based violence, refugee and migrant rights, labour and employment advocacy, and access to information.

Through collaboration and learning exchanges, Hiiliye aims to contribute to a global movement for legal empowerment. Our vision is a society where justice is not an abstract principle, but a lived experience that protects dignity, promotes equality, and enables communities to thrive.
